Elena Pavlovna Voronina graduated from Bauman Moscow State Technical University with a degree in systems engineering. She worked in the All-University Laboratory of Digital Computing Machines in the field of system administration of computers. She started her career in telecommunications in 1994 at Relcom, then became Deputy Director of RIPN and Project Manager of the MSK-IX peer-to-peer network.

Since 2001 she has been working as General Director at MSK-IX. She was also Technical Director of CJSC “Technical Center of Internet” and headed the Board of Directors of CJSC MSK-IX. As Technical Director of the Technical Center of Internet (TCI) for ten years, she took part in the development of the concept and construction of the system of registration of top-level domains, including .РФ and .RU.

In 2022, she became Development Director of the InData Foundation.
