BIOGRAPHYMaxut Shadaev — Minister of Digital Development, Communications and Mass Media of the Russian Federation
Maksut Shadayev was born in 1979. In 1999-2004, he held managerial positions in ICT, including at IBC Group, where he headed the business development department of the internet solutions division and also worked as Director for Business Development. In 2004, he joined the Russian Ministry of Information Technology and Communications as a ministerial advisor, and then served as Director of the Department for State Programs, Infrastructure Development and the Use of Limited Resources.
In 2008, he became an aide to the Chief of Staff of the Presidential Executive Office, where he oversaw the organization of the work of the Presidential Council for the Development of Information Society. In February 2009, he was listed among the top 100 members of the management personnel pool under the Russian President’s patronage.
In 2012, he was appointed an advisor to the Speaker of the Russian State Duma. He became the Minister of Public Administration, Information Technology and Communications of the Moscow Region in 2014. In 2016, he took office as Deputy Chairman of the Moscow Region Government.
In September 2018, Maksut Shadayev was appointed Vice President for Digital Platforms at Rostelecom.
In February 2019, he started combining this position with that of RT Labs Director General. On January 21, 2020, Maksut Shadayev was appointed Minister of Digital Development, Communications and Mass Media of the Russian Federation by Presidential Executive Order.
