In 1996, Yelena Zayeva graduated from Lomonosov Moscow State University of Fine Chemical Technologies with a degree in biotechnology. In 1999, she graduated from the Russian Presidential Academy of National Economy and Public Administration majoring in marketing.
She has been working in antimonopoly authorities since 2000, starting as 1st Category Specialist at the Power Engineering Unit of the Fuel and Energy Complex, Transport and Communication Management Department at the Russian Ministry for Antimonopoly Policy.
In September 2015, she was appointed Head of the Department of Communications and Information Technology at the Federal Anti-Monopoly Service.
