Artur Lyukmanov

Special Representative of the President of the Russian Federation for International Cooperation in Information Security, Director of the Department of International Information Security of the Ministry of Foreign Affairs of the Russian Federation

Special representative of the president of the Russian Federation for International Cooperation in the Field of Information Security (since 2023). Director of the Department of International Information Security of the Ministry of Foreign Affairs of the Russian Federation. Envoy Extraordinary and Plenipotentiary of the 1st Class (2023). Candidate of Economic Sciences (2007).

Born on July 10, 1977 in the Kyrgyz SSR in a family of teachers (father is an English language teacher, mother is a Russian language and literature teacher). He graduated from secondary school in Kazan in 1994.

After completing his Master's degree in International Economics at MGIMO University, he joined the Ministry of Foreign Affairs (2000). Mr. Artur Lyukmanov has held positions in Russian diplomatic missions abroad (Representative Office at the Palestinian National Authority, Embassies in Turkey and Saudi Arabia) and the Central Office of the Ministry (Department of the Middle East and North Africa, Department of New Challenges and Threats, Department of International Information Security). In 2017-2022, he was a Senior Counsellor and Minister-Counsellor at the Russian Embassy in the United States (foreign policy issues).

Since February 2023 – Director of the Department of International Information Security. In July 2023, he assumed the duties of the Special Representative of the President for International Cooperation in the Field of Information Security.

He has acted as head of Russia's interminister delegations at the negotiations on the information security agenda at the United Nations and in BRICS, as well as in certain bilateral areas. Mr. Artur Lyukmanov focuses on diplomatic efforts to strengthen the contractual and legal base of cooperation between Russia and other countries in the field of information security. The goal is to pave the way for the implementation of the principles of the UN Charter, first and foremost, the principle of the sovereign equality of States, including in the field of information and communication technologies.

Mr. Artur Lyukmanov speaks Arabic and English while also studying Turkish and Hebrew. He takes great interest in the history of Russia and its peoples.

Mr. Artur Lyukmanov is married and raises a daughter and two sons.
