Elizaveta Belyakova

Chairperson of the Alliance for the Protection of Children in the Digital Environment

In 2021, she was appointed head of the Alliance for Child Protection in the Digital Environment, established in the presence of the President of the Russian Federation.

Throughout her tenure, Elizaveta Belyakova has made significant contribution to safeguarding children and youth online. Under her leadership, the Alliance has organized over 40 major initiatives to advance digital literacy, including the For Safe Digital Childhood award, Children’s Digital Safety Day at the Russia Exhibition and Forum (VDNKh), Anti-Cyberbullying Day, the Digital Safety Festival, and the Safe Digital Space regional marathon. These programs engaged over 20,000 children from Russia, including the new regions of Kherson and Zaporozhye, as well as international participants. She spearheaded the creation of 10 educational resources on internet safety, such as the Alphabet of the Alliance, a digital literacy course, the Digital Trust platform, and others. She also oversaw groundbreaking research, including the study Technologies for Protecting Children Online (identifying current and future cyberthreats) and the sociological analysis Organizing Protection of Children and Adolescents from Online Harms in Russia. Additionally, she directed the development of child safety apps like the Digital Library: Practical Knowledge Hub (Tsifrateka) and enhancements to the parental control software Kaspersky Safe Kids.

Under Belyakova’s guidance, the Alliance published the world’s first Digital Childhood Ethics Charter — a novel soft-law mechanism for protecting minors online — now endorsed by over 13,000 organizations.

Belyakova is a member of the Association of Lawyers of Russia.

She has received multiple commendations, including: a Letter of Appreciation from the Head of the State Duma Central Office for exemplary and efficient civil service in supporting State Duma operations in 2010 and 2011; a certificate of merit from President of the Russian Federation Vladimir Putin accompanying the Commemorative Medal for Contributions to the 2013 XXVII World Summer Universiade in Kazan; and a certificate of merit from President of the Russian Federation Vladimir Putin accompanying the Commemorative Medal for Outstanding Service During the 2014 XXII Olympic Winter Games and the XI Paralympic Winter Games in Sochi.
