At various times, he took part in the work of various groups and commissions on the development of the internet economy and the transformation of legislation related to the development of digital technologies: coordinator of the Russian Association of Electronic Communications e-commerce commission; member of the RAEC commissions on legal issues, information security and cybercrime; participant in working groups on amendments to civil legislation on intellectual property and free licenses, and development of a Long-term State Intellectual Property Strategy; member of the Expert Council under the State Duma Committee on Information Policy, Information Technologies and Communications. Author of analytical publications on user rights on the internet, identification issues, and transformation of copyright on the internet. Co-author of research papers on user identification and authentication, national digital infrastructure services, data regulation, smart cars, regulation of telemedicine services, and biometric identification systems. Developer of concepts and strategies on the topics of legal regulation of big data, amendments to Russian legislation regarding the consent of the personal data subject, and experimental legal regimes in the field of data.
