Vadim Glushchenko has led the Competence Center for Global IT Cooperation since its establishment. The center, a think tank focused on developing strategies to promote Russia’s image as a global leader in the IT sector, also aims to adapt the world’s best IT practices for the Russian expert community.

Prior to this, from 2014 to 2020, he served as an adviser on information and communications technologies and the digital economy at the Permanent Mission of the Russian Federation to the European Union in Brussels. Before that, he worked in the Department of International Cooperation at Rostelecom, where he led the international relations department.
