Anton Gorelkin

First Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications, Chairman of the Board of ROCIT

Anton Vadimovich Gorelkin is a Russian political and public figure, a deputy of the State Duma of the VII and VIII convocations from the United Russia party, from 2025 First Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications. Born on January 22, 1982 in Kemerovo.

He began his professional career as a journalist, worked for the Kemerovo regional newspaper Kuznetsky Krai, and then was ITAR-TASS' own correspondent for the Kemerovo Region. In 2011, he joined the Kemerovo Region Administration.

In 2016, he was elected a deputy of the State Duma of the VII convocation, and in 2021 he was re-elected to the VIII convocation in Kemerovo single-mandate constituency No. 101. In 2020, he received a second higher education at the RANEPA with a degree in Public and Municipal Administration.

In the State Duma, Gorelkin is actively involved in legislative activities in the field of digital economy and information security. From 2017 to 2024, he authored and co-authored 63 legislative initiatives and amendments to draft federal laws.

Gorelkin's most significant legislative initiatives include: a bill on significant Internet resources that restricts foreign ownership in online services important to Russia, initiatives to regulate recommendation services for digital platforms, legislative proposals on cryptocurrency mining and classifieds regulation, regulation of the video game industry, etc.

Gorelkin's lawmaking activities are aimed at strengthening Russian control over digital platforms and protecting the interests of users in the digital environment.

In March 2019, he joined the regional headquarters of the All-Russian Popular Front in the Kemerovo region. Since October 12, 2021, he has been Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications. Since July 6, 2023 — Chairman of the Board of ROCIT, the oldest public organization of the Russian-language Internet.
