Born on July 17, 1989, in Pereslavl-Zalessky, Oksana graduated from the Department of Business and Management at the Plekhanov Russian University of Economics in 2013 with a major in Economics.

She went on to complete an advanced professional training course in State and Municipal Administration at the Russian Presidential Academy of National Economy and Public Administration (RANEPA).

Having worked in the private sector between 2013 and 2018, Oksana entered public service in 2018 by joining the Ministry of Finance of the Russian Federation, where she served as Deputy Director of the Project Funding and Investment Policy Department.

Oksana has served as Director of the Department for Strategic Development and Innovation at the Ministry of Economic Development of the Russian Federation since February 15, 2025. She received a letter of commendation from the Russian Minister of Finance in 2022, and a letter of gratitude from the President of the Russian Federation in 2024.
