Alexander Obukhov is a leading expert in IT, telecommunications and cloud technologies. Alexander is a graduate of the Moscow School of Management SKOLKOVO and holds an Executive MBA from the Russian Presidential Academy of National Economy and Public Administration (RANEPA). Between 2020 and 2022, he led the Central Election Commission’s joint initiative with PJSC Rostelecom to develop Russia’s Remote Electronic Voting (REV) system and the CEC’s Digital Platform.
