Urvan Parfentyev
A 2001 graduate of the Russian State University for the Humanities (RGGU), he completed his postgraduate studies there in 2004, earning a Ph.D. in Political Science.
From 2006 to 2007, he worked at the Center for Internet Resource Analysis, where he developed Russia’s first informational and educational portal on content safety, Your Personal Internet. Since November 2007, he has been with the Regional Public Center of Internet Technology (ROCIT). He is the originator, co-founder, and coordinator of the Safe Internet Center – Russia’s first comprehensive digital safety project, which included, in addition to an informational and educational component, an advisory service and a Hotline for reporting illegal content, operating on the principles of self-regulation in the digital industry. He conceived and coordinated the Safe Runet Week, Russia’s flagship awareness campaign focused on digital and, above all, content safety. He has coordinated numerous specialized digital projects in content and information security. Since 2017, he has served as director of the NeDopusti Foundation, consolidating the aforementioned projects in child and family digital safety.
From 2009 to 2022, he represented Russian projects in the European Insafe network of Safer Internet Centers and the INHOPE global network of illegal content hotlines (collaborating with Interpol). He was a member of the Insafe Expert and Coordination Boards and the INHOPE Board. In 2012–2022, he also represented Russian initiatives in the Global Missing Children’s Network (GMCN).
He is a member of the Public Council under the Presidential Commissioner for Children’s Rights, leading the Working Group on Comprehensive Child Safety (previously the Working Group on Child Information Safety and the Country for Children strategic task force).
An expert of multiple commissions of the CIS Interparliamentary Assembly, he co-authored federal and interstate regulatory proposals in information and child safety, several of which were adopted as binding legal acts. He has produced or co-authored extensive educational materials on information and digital security, including resources tailored for minors.
