Sergey Plugotarenko
1999: Graduated from Moscow Institute of Physics and Technology (MIPT), completing studies in the Department of Physical and Quantum Electronics (1993–1996) and the Department of Control and Applied Mathematics (1996–1999). Earned the qualification of engineer-physicist, specializing in Applied Mathematics and Physics.
1998-2004: Spearheaded and led multiple internet ventures, later consolidated in 2000 into ASG Internet Holding (focusing on web development, programming, digital advertising, information services, and project support).
2004-2006: Served as Executive Director, and from 2007 – Director of the Runet Award.
2005-present: Program Director for major industry conferences, including the Russian Internet Forum (RIF) and Russian Internet Week (RIW).
2004: Deputy Executive Director of the Regional Public Center for Internet Technologies (ROCIT).
2007-2010: Executive Director of ROCIT.
2005-2007: Conceptualized the establishment of the Russian Association for Electronic Communications (RAEC), advocating for Russian Internet stakeholders’ interests. 2006: First Deputy Director of RAEC. 2010-2022: Director of RAEC.
2022-present: CEO of ANO Digital Economy.
Architect of analytical and research initiatives, including the Economy of Runet study as well as an annual industry report, Runet Today: Events, Figures, Facts, and others.
He participates as an expert in specialized industry and government commissions, working groups, and public councils of governmental bodies, including the State Duma of the Russian Federation, Federation Council of the Russian Federation, Russian Ministry of Digital Development, Communications and Mass Media, and the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor). He is a member of the presidium of the Government Commission on Digital Development and serves as Chair of the Public Expert Council for the Data Economy and Digital Transformation national project.
