Plugotarenko Sergey

Director-General, Digital Economy Autonomous Non-Profit Organization

In 1999, Mr. Plugotarenko graduated from the Moscow Institute of Physics and Technology (MIPT), Department of Physical and Quantum Electronics (1993-1996) and Department of Management and Applied Mathematics (1996-1999). Qualification: Physical Engineer with a degree in Applied Mathematics and Physics.

1998-2004: Was initiator and leader of several internet organizations that merged into ASG Internet Holding (web development, programming, online information and advertising services, and support for internet projects).
2004 - present: Director of Runet Prize.
2005 – present: Program Director of the largest industry conference events, including the Russian Internet Forum (RIF), Russian Internet Week (RIW), and others. 
2005-2010: Deputy Executive Director and later Executive Director at ROCIT. Initiated the Association of Electronic Communications (RAEC), and served as its First Deputy Director since 2006, and as Director in 2010-2022.
In 2022, he took the position of Director-General of Digital Economy.
Initiated a number of research and analytical products, including the study of the Runet Economy, the Runet Today: Events, Figures, Facts annual industry report, and others.
As an expert, Mr. Plugotarenko participates in the work of specialized industry and state commissions, working groups, public and expert councils under government authorities such as the Russian State Duma, Russian Federation Council, Ministry of Digital Development, Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), and Federal Agency for Press and Mass Media (Rospechat). Member of the Presidium of the Government Commission on Digital Development.
