Artem Sheikin

First Deputy Chairman of the Federation Council Committee on Constitutional Legislation and State Building

He began his career in public administration as a leading adviser to the group for ensuring the activities of the deputy head in the Administrative Directorate of the President of the Russian Federation in St. Petersburg in 2010, a position he held for the next five years.

2015-2017: Founder and chair of the executive committee of the Public Space Development movement in St. Petersburg. In 2015, he also founded the St. Petersburg Wrestling Federation and the Future Leaders Foundation for the Support of Talented Youth.

2017-2019: Advisor to St. Petersburg Governor.

2020-2021: Returned to his native Amur Region and became an advisor to the Governor on a voluntary basis.

2021: Elected as a deputy of the Legislative Assembly of the Amur Region, and then as a senator of the Russian Federation to represent the legislative (representative) body of the Amur Region.

Today, he serves as First Deputy Chair of the Federation Council Committee on Constitutional Legislation and State Building, and Deputy Chair of the Council for the Development of the Digital Economy under the Russian Federation Council. He represents the legislative (representative) body of the Amur Region and heads the following sections: Ensuring Russia’s Technological Sovereignty and Cybersecurity as well as Digital Transformation of Transport at the Council for the Development of the Digital Economy under the Russian Federation Council. He also coordinates activities of the Artificial Intelligence, Distribution of Russian Digital Products and Platforms, Industry Digitalization, and Digital Transformation of Construction and Housing and Utilities sections of the Council for the Development of Digital Economy under the Russian Federation Council. He is a member of several working groups and commissions of the Federation Council and the State Duma.
