Timur Tsybikov

Head of the Department for State Policy in the Sphere of Interethnic Relations, Federal Agency for Ethnic Affairs of Russia

Timur heads the Department for State Policy in Inter-Ethnic Relations, Federal Agency for Ethnic Affairs. He holds a PhD in Sociology and is an Associate Professor, as well as Executive Secretary of the National Organizing Committee for the International Decade of Indigenous Languages (2022–2032) in the Russian Federation.

Timur also served as Adviser of the Steering Committee at the Global Task Force for Making a Decade of Action for Indigenous Languages (2022-2025).

In his position, Timur oversees a wide range of matters dealing with state ethnic policy planning and implementation, including state language policy, as well as supporting and promoting minority languages of the Russian Federation in the digital space.

He chairs a working group at the Federal Agency for Ethnic Affairs which has a mission to build corpora of minority languages of the Russian Federation for embedding them into the Yandex Translation service.

Timur has made an extensive contribution to drafting strategic ethnic and language policy documents and took part in drafting the Plan of Main Events for the International Decade of Indigenous Languages in the Russian Federation (the Decade Plan). In addition to this, Timur coordinates efforts by federal and regional executive bodies and civil society groups in charge of carrying out the Decade Plan. He coordinates interactions between government institutions, private, research and civil society structures, as well as language activists.

Timur has been a vocal proponent of ethnic and cultural diversity and has been spearheading efforts to upgrade language-related policy, with due regard for the interests of Russia’s ethnic minorities. He is a regular contributor to international and Russian conferences, as well as multilateral discussions on protecting, preserving and developing the indigenous languages of the Russian Federation.

Between 2009 and 2017, Timur served as Minister of Culture of the Republic of Buryatia. He has also published many research papers and articles on cultural diversity, language policy, and interethnic relations.
