Vyacheslav Beresnev was born on May 7, 1993, and lives in Moscow.

He earned a Specialist degree in Mechanical Engineering Technology from Bauman Moscow State Technical University and completed postgraduate studies in political science at Moscow State Regional University (MSRU), focusing on political institutions, processes, and technologies.

He has been working in commercial companies since 2016. In 2019, he founded and managed several media outlets. Since 2021, he has served as Executive Director at Z-Union (Real-V), an AI development company. In 2022, he managed projects at the Federal Center for Applied Development in Artificial Intelligence under the Ministry of Industry and Trade. From 2021 to the present, he has held the position of Executive Director at ALRII.

Vyacheslav is also actively engaged in expert work: he leads the AI working group for the Moscow Business Ombudsman, serves as an analytical partner for the Digital Economy Autonomous Non-Profit Organization, sits on expert councils at the Ministry of Industry and Trade and the Federation Council, teaches educational courses, and speaks at industry forums.

Since 2024, he has served as head of ANO CTI Neurolab.
